Bromley Green Party are proud to announce that our candidate for the Bromley Common and Holwood by-election taking place on Thursday 24 July 2025 is Ruth Fabricant. Ruth’s statement is below:

Candidate statement
I have lived all my life in various areas of the Bromley borough and have recently enjoyed conversing again with residents in Bromley Common where my daughter and her family resided for five years.

As an experienced Early Years teacher, mother and grandparent, I am passionate to be a much needed Green voice on Bromley council.

We now have 859 hard working Green councillors in the UK, including neighbouring
Sevenoaks, Greenwich, Croydon and Dartford. Even a small number of Greens in
opposition play an important role in holding the ruling administration to account.

Sharing residents’ concerns, I have campaigned against airport expansion in Biggin Hill, cuts to public services and the decline of the NHS. have petitioned to ‘Save Public Toilets’, ‘Keep the Fox Hunting Ban’, and ‘20 mph speed limits outside all Bromley schools and places of need’. I have spoken at Full Council meetings and am currently gaining signatures requesting crossing guards (lollypop ladies/men) outside ALL Bromley borough schools.

I am a longstanding member of the following local non-party political pressure groups which are in line with Green Party policies: Friends of the Earth, CND, Bromley Trades Union Council, Stand Up To Racism and National RSPB – Giving Nature a Home. I am vegetarian and believe that all animals are sentient beings.

As a Green Councillor my priorities will be:

  • Road safety for all
  • Affordable social housing in the right place.
  • Tackle anti-social behaviour with community policing and preventative measures such as increased funding for youth services and mental health care.
  • Protect wildlife and our green spaces.
  • Be an advocate for children and young people with special educational needs.
  • Recognise that older people have the same rights and hopes as everyone and should be treated fairly.
  • Accessible public toilets for all.
  • Much needed funding for our schools and revival of adult educational opportunities.

Only the Green Party can solve both the climate emergency and our cost-of-living crisis. Greens will make it easier and cheaper for people to choose environmentally friendly options in their everyday lifestyle.

The Green Party are the sole party to call for an immediate and permanent ceasefire in Gaza. I am proud to be standing for a party whose core ethos is ‘environmental, racial and social justice go hand in hand.’

Crystal Palace is a vibrant, multi-borough area governed by Bromley, Lewisham, Southwark, and Croydon councils. While Lewisham, Southwark, and Croydon have already rolled out 20mph speed limits across their jurisdictions, Bromley has not.

With the other councils successful in their implementation of 20mph, could Crystal Palace and Anerley pave the way for Bromley to implement a 20mph limit?

Why 20mph? A Global and Local Perspective

The Stockholm Declaration, endorsed by the United Nations, calls for reducing road traffic deaths and injuries by 50% by 2030, with a maximum speed of 30km/h (20mph) in areas where vehicles mix with vulnerable road users like pedestrians and cyclists.

Locally, Lewisham, Southwark, and Croydon have already demonstrated the benefits of 20mph zones, including:

  • Fewer collisions: Slower speeds reduce both the likelihood and severity of accidents.
  • Improved air quality: Vehicles travelling at consistent speeds emit fewer pollutants, benefiting public health.
  • Safer environments for walking and cycling: These zones encourage active travel, improving physical and mental well-being.

Lessons from Wales: Evidence of Success

In September 2023, Wales became the first UK nation to introduce a default 20mph speed limit in built-up areas. This has resulted in:

  • 40% reduction in serious injuries in pilot areas.
  • Lower vehicle emissions thanks to smoother, more consistent driving.
  • Safer, more liveable streets that foster a greater sense of community.

Wales’ success provides clear evidence of the benefits that Bromley could achieve by implementing 20mph zones in Crystal Palace and Anerley.

Proposed Roads in Bromley Council’s Jurisdiction

To ensure consistency with neighbouring councils, we have been conducting research on what roads could benefit from 20mph in Crystal Palace and Anerley, which are under Bromley Council’s jurisdiction:

  • Anerley Hill
  • Anerley Road
  • Thicket Road
  • Crystal Palace Park Road
  • Croydon Road (from the borough boundary near Elmers End to Anerley)

A Safer, Greener Future for Crystal Palace and Anerley

By adopting 20mph zones, Bromley Council can join Lewisham, Southwark, and Croydon in creating safer streets, reducing emissions, and encouraging active travel. If other councils in the area and Wales can implement 20mph as a default, and it meets our international commitments, why can’t Crystal Palace and Anerley be next?

‘Standing Room Only’

A short play which touches on the sensitive subject of homelessness, and a host of trials and tribulations which those without a home must face on a day-to-day basis, such as victimisation, lack of respect, love and care. It also includes mental health issues, loneliness, a lack of understanding by certain members of the public and problems with the authorities.

This short play was written and is being performed by Alan Walters.

The play has been performed successfully at the Greenwich Theatre as part of the ‘Tall Ships Festival’.

Children are welcome, but suggested age is 10+, only due to the understanding of the play.

After the play, there will be a speaker from Shelter/ Bromley Homeless.

Mark Phillippo and Ruth Fabricant will speak briefly on behalf of Bromley Green Party.

Poems will be read by Ann Garrett and Patricia McKinnon-Lower.

The event will end with refreshments and a chance for people to mingle and chat if they wish.

DATE AND TIME:  SATURDAY  26th NOVEMBER 2022

2pm – FOR A 2.30 START. EVENT ENDS AT 4 pm.

VENUE: UNITED REFORM CHURCH BROMLEY – Whitfield Hall,

20 Widmore Road, BR1 1RY (next to Boots)

The hall is airy and spacious, so audience can spread out.

Tickets cost £7 and include light refreshments.

Proceeds will go to Bromley Green Party with a guaranteed donation of £50 to the charity ‘Shelter’.

(At our last summer ‘Arts Social’ we collected a large box of toiletries and coffee, for ‘Bromley Homeless.’)
